The courier guy - Illegal behaviour from driver

A parcel was delivered to me this morning while I was in a meeting. The driver wanted a three digit code from me before handing over parcel which I did not receive from sender. I showed him a screenshot from the sending of the waybill. this was not sufficient to him explaining again I am currently having to attent a meeting. I confirmed all my details and driver insisted of taking a photo of me and warned him that due to POPAI act I do not give consent for taking my photo and he continued to do so. This is an illegal approach from your driver.
