Emfuleni Local Municipality - Refund vanished

Sedibeng showed me a balance of R10 000, on account number 20004102,and adviced me to go to Pinki Morabe at Emfuleni. I found Pinki not in her office, the ladies in the reception their computer and R10 000 reflected. Pinki came in, and told me that, yes R10 000 if not for me, but for her office to use. Now the money has vanished, and the office, doesn't find it anymore. Arconpark account is 20004102 And Waldrift account is 11333765.. Please help me to get my money back, so that I can do what is expected, as a loyal citizen of South Africa.
