Emfuleni Local Municipality - Monies outstanding - refund due

My R10 000 refund has just vanished from Ms Pinki Morabe, and Emfuleni is just ignoring Emfuleni is demath is demanding that money from me. Can you please help me on this problem.
The last person I talked with was Ms Pinki Morabe but I'm told there is nothing I can do as the office can't find anything, but I also gave them reference number given to me by Ms. Botha from the lawyers firm, that demanded the refund from Emfuleni..

Not yet resolved, and Emfuleni is piling water readings up, without coming to take readings. I cannot even understand the process you are using. You indicated that my complaint has been submitted to, Emfuleni. But so far my water readings are not taken, by the balance on my is climbing up. How do I deal with this happening?
