Cartrack - Do i pay for cartrack to recover my vehicle or their tracking unit

My vehicle was stolen on 01/03/2024. I was notified by Cartrack but they still failed to recover my vehicle even though the vehicle was still in the area for 20 mins. They are refusing to honour their recovery warranty because they say the tracking unit was found therefore it is still considered a recovery. So I want to know do I pay tracker to recover their tracking unit or my vehicle.
